Ports for CS:S doesn't work anymore

Hello,

My friend and I have hosted a CS:S srcds dedicated server for a while, but after he got a new internet provider, the server doesn't work anymore.
The ports are conflicting each other, and can therefore not be created.

The ports are:
TCP 27015-27015
UDP 27000-27015
UDP 27020-27020
TCP 27030-27039
UDP 1200-1200
UDP 27000-27025
TCP 27025-27025

Number 1 and 2 are conflicting, and number 6 and 7
