mani problem

I downloaded the steamcmd and had no problems
but when I went to install mani admin plugin
the server did not work, because the mani_admin_plugin.vdf,
but if I delete that file the server connects but does not work mani
and I click start game, with the file (mani_admin_plugin.vdf) not the server opens

what you gotta do?
