Need Help with Rates

Hello friends, I'm hosting a Garry's Mod server on my computer, and I'm experiencing some lag, don't know the reason, maybe it is the configs. Please, if someone is able to help me, i will be grateful.

Informations:

Processor: Intel® Core™2 Quad CPU Q6600 @ 2.4GHz 2.39GHz
Ram: 8.00 GB
speedtest.net: 82.51 mbps Download Speed / 58.07 mbps Upload Speed

Another configs:

I have set "fps_max 1000" on valve.rc file, but i'm not sure if it worked.

I have set tickrate to 33. Already tried with 66, the same.

32 player slots (it starts to lag on 28, 29)
